Setup is trying to access guest.bmp in

C:\documents and settings\all users\application data\microsoft\user account pictures

The folder “all users” existed but was not able to access it.
“Access denied”. I was using administrator account to delete the folder.

Also “all users.WINDOWS.0″ was present and was able to access it. I also contains

the file SP2 was looking for.

So wanted to delete the folder “All Users”.
Resolution:

Open command prompt and used:

rd /s/q “C:\documents and settings\all users”

then reran the SP2 setup for windows server 2003 and it complete successfully.

NOTE: If you install an new operating system on a drive that has already has old operating system. You can use the above command to delete the Windows.old.000 folder.

Also if the command rd /s/q “C:\documents and settings\all users” gives you access denied then you have to play with the permission and ownership of the folder.
